Desktop looks like Safemode

Click on Start/Settings/Control Panel/System then device manager. Double click on Display Adapters and delete anything listed underneath the main heading. Allow computer to reboot twice and everything should be OK.

If not boot into safemode, into device manger again and delete everything under Monitors, once again reboot and touch wood problem should be fixed.

Failing the above 2, reinstall/install your driver for the Video Card and/or your Monitor.
